December and January offer the best combination of weather and course conditions across most of Thailand. Temperature are lower, humidity is manageable, and the majority of courses are in good shape. The tradeoff is that this is also peak tourist season, so green fees are higher and popular tee times book out quickly.
At most Thai courses, caddies are included in the green fee and are effectively mandatory. Some private clubs allow walking without a caddy, but this is the exception. The caddy system is part of the experience and works well; most caddies at courses that see international visitors have enough English to manage basic on-course communication.
It depends on what else you want from the trip. Hua Hin has more courses within a shorter drive, lower green fees on average, and a more relaxed pace. Phuket has better beaches and more resort infrastructure, but fewer courses and higher prices. For a dedicated golf trip, Hua Hin tends to win on course variety and value. For a mixed beach-and-golf trip, Phuket is easier to manage logistically.
Thai green fees are generally lower than Japan. South Korea, and Singapore, and competitive with Malaysia and Vietnam.
